Import declarations must be filed if goods are forwarded from one non-EU country to another or from a non-EU country to an EU country and vice versa.

The declaration generally must be filed electronically to the responsible customs authority. Customs checks the declaration, the accompanying documents and the goods on a spot check basis.

Import control regulations, license requirements, certificates of origin etc. are controlled also before the goods can be imported. A tax assessment is issued, duties/taxes are paid where these are due, and goods are released into free circulation.
